Apple has released a beta version of iOS 4.3 to developers via the iOS Dev center. Few dozen of bugs fixed and features for the third and forth gen iPod touch, iPhone 3GS, iPhone 4, iPad and Apple TV.
This is iOS 4.2 on iPad.
